- As distributed energy resource (DER) integration expands, distribution networks (DNs) are no longer passive load-serving networks but are evolving into active operating entities that provide energy and reserves. Such distribution-side resource participation is closely linked to transmission-side operation and can raise post-contingency frequency-security issues by displacing synchronous generators and reducing system inertia. In addition, without considering feeder-level constraints, resource constraints, energy storage system (ESS) operation, and discrete control device constraints, the actual system-level contribution of distribution-side resources cannot be accurately evaluated. This dissertation proposes a coordinated operation framework for DER-integrated transmission–distribution (T&D) systems to address these issues. The proposed framework jointly considers energy and reserve scheduling of transmission-side generators and distribution-side resources, while reflecting feeder-level constraints and active control device operation. It also determines interface prices endogenously so that physical schedules and economic settlement signals reflect a consistent operating condition. For frequency security, both an analytical formulation and a calibrated learning-based formulation are used. The analytical formulation captures the effect of the response time characteristics of frequency-response services on the post-contingency frequency nadir. The learning-based formulation uses dynamic simulation data to incorporate more realistic frequency-response characteristics into scheduling, while a calibration procedure reduces the risk of security violations caused by nadir overestimation. Case studies confirm that the proposed framework is effective for coordinated T&D operation that jointly considers feeder feasibility, frequency security, and interface economic signals.|분산전원 연계가 확대됨에 따라 배전망은 더 이상 수동 부하망이 아니라 에너지와 예비력을 제공하는 능동 운영 주체로 변화하고 있다. 이러한 배전측 자원의 참여는 송전망 운영과 밀접하게 연결되며, 동기발전기 대체에 따른 관성 저하와 사고 후 주파수 안전도 문제를 함께 유발할 수 있다. 또한 배전망 내부 네트워크 제약, 자원 제약, 저장장치 운전 그리고 이산 제어기기 제약을 고려하지 않으면 배전측 자원의 실제 계통 기여도를 정확하게 평가하기 어렵다. 본 학위논문은 이러한 문제를 다루기 위해 분산전원 연계 송배전 계통의 협조 운영 프레임워크를 제안한다. 제안한 방법은 송전측 발전기와 배전측 자원의 에너지 및 예비력 스케줄링을 함께 고려하며, 배전망 내부 제약과 능동 제어기기 운전을 반영한다. 또한 송배전 연계점 가격을 내생적으로 산정하여 물리적 스케줄과 경제적 정산 신호가 일관된 운전 조건을 반영하도록 한다. 주파수 안전도 측면에서는 해석적 정식과 보정된 학습 기반 정식을 함께 활용한다. 해석적 정식은 주파수 응답 서비스의 시간 특성이 사고 후 주파수 최저점에 미치는 영향을 반영한다. 학습 기반 정식은 동특성 시뮬레이션 데이터를 활용하여 보다 현실적인 주파수 응답 특성을 스케줄링에 반영하며, 보정 절차를 통해 최저점 과대예측으로 인한 안전도 위반 위험을 줄인다. 사례 연구를 통해 제안한 프레임워크가 배전망 실행 가능성, 주파수 안전도, 연계점 경제 신호를 함께 고려하는 송배전 협조 운영에 효과적임을 확인한다.
